The Madison Rotary Club was pleased to welcome Conscio Smarr to a recent meeting. As guest speaker, he explained the reasons for developing a Comprehensive Plan for the City of Madison. Smarr, who previously served on the Madison City Council for many years and has held other positions in city government, was asked to serve as chairman of a committee that, over an 18-month period, worked with a WVU Extension Service specialist and students at Davis College, to develop a plan for the city. The finished product, which has been approved by city council, features much information about Madison, lists the city’s good and bad points, makes recommendations for improvement, and provides information garnered from several public meetings where citizens gave their input. The plan is on file at Madison city offices for all interested persons to read. Smarr, right, in above photo, was introduced by Rotarian Janet Yeager, who also served on the plan committee.
